HDB Flooring Singapore: BTO vs Resale — What You Need to Know Before You Renovate

Choosing flooring for your HDB flat is one of the most permanent decisions you will make during a renovation. Unlike paint colours or furniture, your floor is not easily swapped out if you change your mind later.

But not all HDB renovation projects are the same. A BTO flat and a resale flat present very different challenges — different subfloors, different rules, different considerations. Getting clear on which situation applies to you before you choose a flooring material can save you significant time and money.

In this guide, Lexsure Flooring walks through the key flooring considerations for both BTO and resale HDB flat owners in Singapore.

BTO vs Resale HDB: The Fundamental Difference

When you collect the keys to a new BTO flat, your floor is bare cement screed — a clean, flat canvas ready for your chosen flooring to be installed on top. You are starting from scratch, and the main decisions are about which material to choose and how to install it.

When you take over a resale HDB flat, the situation is more complex. There is almost certainly existing flooring already in place — ceramic tiles, old vinyl, or even timber. You then face a choice: do you hack out the existing floor and start fresh, or do you overlay new flooring on top of what is there?

That single decision has major consequences for your budget, timeline, noise impact, and the range of flooring options available to you.

Flooring for BTO HDB Flats

What You Are Working With

BTO flats are typically handed over with bare cement screed in the living areas, bedrooms, and dining spaces — and tiles in the kitchen, bathrooms, and service yard (wet areas). The screed is usually flat and in good condition, giving you a solid base to work with.

The Best Flooring Choices for BTO

Because you have a clean screed subfloor, you have the widest possible choice of flooring materials. The most popular options among Singapore BTO homeowners are:

SPC Vinyl Flooring — the most popular choice by far. SPC installs directly on the screed using a click-lock system, is completely waterproof, handles Singapore’s humidity without issue, and comes in hundreds of realistic wood and stone finishes. It is also one of the most cost-effective options available. Read our full SPC flooring guide for more detail.

LVT (Luxury Vinyl Tile) — a premium variant with more design options including large-format stone tiles and herringbone plank layouts. Installed either click-lock or glue-down on the screed. Browse Lexsure’s LVT collection here.

Homogeneous or heterogeneous vinyl — for homeowners who want a completely seamless, jointless floor particularly in open-plan areas.

HDB Rules for BTO Flooring

For new BTO flats, HDB’s flooring renovation guidelines apply. In particular, new BTO owners must wait three years before removing the original wall and floor finishes in wet areas (bathrooms and toilets). This restriction does not apply to dry areas — living rooms, bedrooms, and dining rooms can be floored immediately upon key collection.

The total raised floor height must not exceed 50mm from the original screed level. Vinyl flooring, which adds 5–6mm in most formats, is comfortably within this limit.

Flooring for Resale HDB Flats

What You Are Working With

Resale flats typically have existing ceramic or homogeneous tiles throughout — often laid over multiple decades of renovation layers. The floor may be uneven in places. There may be sections where tiles have been replaced with different materials, creating slight height differences. And the existing floor adds to the overall raised height — a factor that matters for door clearances and the 50mm total floor height limit.

Option 1: Overlay (No Hacking)

The most popular approach for resale HDB owners is to overlay new vinyl or SPC flooring directly on top of the existing tiles. This is possible when:

  • The existing tiles are flat, firmly adhered, and free from significant lippage or loose sections.
  • The existing floor level is low enough that adding 5–6mm of vinyl will not cause clearance issues with doors.
  • The total cumulative floor height (all layers combined) does not exceed HDB’s 50mm limit.

The benefits of overlaying are significant: no hacking costs, no debris, no downtime, and a dramatically shorter renovation timeline. Lexsure’s installation team assesses these conditions during a free site visit before any works begin.

Option 2: Hacking and Full Replacement

In some resale flats — particularly older units with multiple layers of existing flooring, severely uneven tiles, or extensive hollow or cracked sections — hacking is the better option. This gives you a clean, level base to work from and eliminates the risk of future issues caused by underlying problems.

Hacking the floor of a 4-room HDB flat typically takes 2–3 days and requires an HDB-registered renovation contractor. Check the HDB renovation permit requirements on myNiceHome to understand when a permit is needed for floor works.

The cost of hacking adds to the overall renovation budget but gives you a completely fresh start and the widest range of flooring options.

Which Flooring Material Is Best for HDB Flats?

Regardless of whether you are in a BTO or resale flat, the most recommended flooring material for Singapore HDB homes in 2026 is SPC vinyl — for the following reasons:

  • Fully waterproof — unlike laminate or timber, SPC is completely immune to Singapore’s humidity and any moisture that may seep up through the subfloor in older resale units.
  • Overlay-compatible — for resale units, SPC’s slim 5–6mm profile makes it the most practical overlay option.
  • Noise reduction — the integrated underlayment reduces impact noise transmitted to the unit below — important in HDB living.
  • Wide design range — hundreds of finishes that work with any interior design scheme, from warm Scandinavian tones to cool contemporary marble.
  • Easy maintenance — daily sweeping and weekly damp mopping is all it needs. No waxing, no specialist care.

What to Consider Before Choosing HDB Flooring

  • Current floor condition: Is the existing tile flat and firm, or hollow and cracked? This determines whether overlay is viable.
  • Total floor height: How many existing layers are already there, and how much headroom do you have before hitting the 50mm HDB limit?
  • Door clearances: Adding flooring height affects whether existing doors will still swing freely. Our team checks this during site assessment.
  • Noise sensitivity: If you are on an upper floor with neighbours below, the acoustic performance of your chosen flooring matters.
  • Budget: Overlay installations are significantly less expensive than full hacking and replacement — but not always the right choice.

Lexsure offers a free site assessment for all HDB flooring projects — we will inspect your flat, measure the existing floor height, assess subfloor condition, and give you an honest recommendation on the best approach for your specific situation.
